Honestly, it's probably supposed to be with a secret figure. But they arrived unbagged so the seller probably just had a jumble

When I bought my set 1 they were bagged but if I remember correctly, the bases were not matched with the fish (I think I used your walkarounds to match this with that lol). But yeah, if the bases weren't like this for all of set 2, it was probably intended to be with a secret.
