Suggestions for painting figures

I heard that Papo, Safari ltd and Schleich figures are hand singed. Any idea how they do it and what paint do they use? Do they use acrylic paint and allow the paint to cure before packing the figures for sale?

I'm only aware of one of the tons of figures of these three brands that is signed with paint: the California condor (sign is a serial number in white in one wing). So, practically all figures of these brands are unsigned.

It seems many figurines are painted with PVC Chinese factory paints. Which are super toxic while in liquid form and banned in the USA paints. Most action figurines are painted with this type of paint though, because it's apparently harmless once dry (But many times the amount of lead used exceeds European and US safety standards). This is the strongest, most durable figure paint and cures in minutes. It cannot be bought in the US and most European countries. Inhaled vapors or atomized paint is deadly toxic.

There are loads of articles on the web about paints used in toys made in chinese factories. And most animal toys from major brands are made in China of course.
