For a very long time, I have been looking for the name of these toys. For the life of me, I can't recall the name to conduct a proper search. They were small miniature plush animals that were sold in the toy department of stores about 10-15 years ago (in the 2010s or before). They stood no more than two inches tall. I think it was based on the same idea as Calico Critters, which were sold in family packs and had playsets, but instead of being hard flocking animals, they were more like little plush stuffed animal figures. Do any of you have any memories of these or know what they were called?

I think you may be describing the Furryville line from Mattel. They were packaged as families or individually, and were designed as tiny plush animals without plastic, but with movable limbs. There was, for example, a raccoon painter, a polar bear wearing a parka, and a family of rabbits with gardening tools. Their size is as you describe, smaller than the standard Sylvanian Families/Calico Critters.
