Just a question how did you acquire  this figure?

A remarkable figure I am wholly unfamiliar with. The blue base is suggestive of Kaiyodo or Takara. Usually Kaiyodo stamps their name on the bottom of the figure. Are there holes on the bottom of the blue base that suggests the blue base was to go onto another base? It looks too thin for that, but it could help.
