unfortunately I can't find much down to the species level, but I'm going to have to say the family is Psychrolutidae and genus is Cottonculus or possibly Psychrolutes

now it'll have to be up to someone else to determine the species

No, it's a type of fish, and I don't know the length of the scale bar. If it helps, here is a blurry image of a live specimen:

It looks like a snailfish of some kind...but not really sure beyond that!
